It's a shame they didn't do anything about actually lowering tuition rates.
Tuition rates are a provincial jurisdiction - the Liberals had promissed money to the Provinces in their version (the NDP version?) of the budget... there was no guarantee that this money would have actually been used for the entended purposes as the Provinces could have interefeered, or the institutions would have tried to broker deals with the provinces... At least here, the federal tax program is within their mandate
